Why do people consider herbal tea a type of tea?

Because it isn’t tea! Tea is a specific beverage, and herbal tea/tisane is not it!

Tea is a plant. We use the word “tea” to also mean the drink. But the drink “tea” is an infusion made from cured and processed leaves of the tea plant. Using leaves of other plants will give youa n herbal infusion but its not “tea” no matter what you decide to call it. A hot drink made from chickory isn’t “coffee”.
