I'm trying to clean the oil cups from the menoras. How do I get them clean? I tried using steel wool and soap but they are still not perfectly clean!?! Any suggestions?

Just finished with them a few minutes ago and they're not perfect either.
I was thinking to soak them in bleach. What do you think?

The easiest way is to put them into a closed container filled with amonia and leave them covered overnight. The black stuck-on soot falls right off without any scrubbing at all. The only downside is the smell. Reeks to high heavens. (but works like a charm.)

Isn't it very unhealthy to inhale the smell of ammonia?

A healthier method is to soak it in container of hot water and laundry soap overnight. Just give them a quick rinse in the morning and they should be sparkling clean.
