Right-click on the file, properties, default program change to Microsoft Excel

When I click on it the preview shows an excel sheet, then I click open and it opens a text doc

CSV is not an Excel format; what a .txt is to a .doc (Word document), a .csv is to a .xls (Excel document).

Excel can open CSV documents though. Open Excel, then from within the program open the CSV.

Alternatively, do as Gamanit suggested. If the document was emailed to you, don’t do this from within your email program (Outlook, etc.); do it from the file location.

Once you have it open in Excel, you can always Save As… an Excel document.

    This name is already taken,

Assuming you have downloaded the file from the Web and saved it somewhere, perhaps you can open a blank OpenOffice spreadsheet, then choose insert -> sheet from file, then choose your CSV file? You might have to play with the formatting to get it right.

    Good luck!
