   TD bank has an account where if you keep a balance of $2500 you can withdraw money from any ATM including in Israel and you get the charges refunded at the end of the month.

   While this may not be what the OP needs, Capitol One credit cards have no foreign transaction fees. This is a good solution for purchases but there may be fees for cash.

   Sign up for Charles Schwab Investors Checking. its free and they reimburse for all ATM FEES world wide
