Cuomo Stands By Ethics Ultimatum As NY Budget Talks Heat Up


cuomGov. Andrew Cuomo is so far holding firm to a promise not to sign a state budget without legislative ethics reforms — but also signaling that other priorities may not be included as budget talks intensify before an April 1 deadline.

The Democratic governor’s spokeswoman said Monday that “nothing has changed” regarding Cuomo’s demand that the budget include greater disclosure of lawmakers’ outside income. The idea has run into Senate opposition.

However, Cuomo’s spokeswoman conceded that some proposals could be left out of the budget agreement, including authorizing additional charter schools and the Dream Act, which would extend aid to students in the country illegally.

Senate Republicans oppose the Dream Act while many Assembly Democrats oppose more charters.

Democrats also oppose Cuomo’s proposals to revise teacher evaluations and tenure rules.
