It would be helpful to know just how much in fines - and which fines - any particular government collects in fines, and what portion of its total revenue the fines constitute.  I am skeptical that fines are a significant source of revenue for New York City, but that is only my gut feeling, and since I am not a Fox News pundit, I understand that my gut feeling is not actual fact.
