WHAT ARE YOU TALKING ABOUT? CHAS V’SHALOM! HE DOSE NOT SUGGEST SKIPPING TEFILAH, NORE DOES HE SUGGEST RUSHING THROUGH THE TEFILAH. BASICALY HE IS SAYING “DONT SQUANDER AWAY THE TIME!”

#2 DO WHAT NEEDS TO BE DONE EFFICIENTLY

Why do you jump to the conclusion that the “faster” minyan spoken of has a lower quality tefila?

Maybe they are just very punctual with their start time and/or just don’t have speeches or lengthy announcements that prolong the time of “davening”.
