THey can also argue that he inherited the best possible situation in terms of foreign affairs – the Cold War ended under George W. Bush (and thanks to Reagan, something the Republicans can remind people of), and the world in January 1993 had tremendous hopes that Clinton failed to realize, since by the time he left office in 2001, the “peace benefit” had been squandered on bubbles, and the seeds of the “War on Terror” (which Obama says never happened) been planted.
