They have for the 6 years required proof of citizenship. The only difference is that until now the immigration officer was not MANDATED to ask for proof of citizenship but almost always did, now they are mandated to ask for it. Therefore for all travelers driving no real change occurred, before you had to have proof of citizenship because they had the right to ask for it and were able to deny you entry for not having it and now they will be mandated to ask for it.
