Wilson revive the custom of the Presdient addressing the Congress in person when he asked for a declaration of war to enter World War I (the first truely foreign war in American history -other foreign wars involved invading neighborhing countries or mere punitive raids). 

With the invention of radio, campaigning changed and presidents relied on public speaking to get their message across.]]></description>
