Defining the range of cuts to exclude cutting employee wages is somewhat counterproductive since that is the largest expense that can be cut, and cutting salaries during a period of deflation is not radical. The only thing to do is to lay off workers or eliminate services, and a governor with no political future might be the best one to do that.
