#2 Excellent post.
Many teachers sit around all day because they are under some kind of disciplinary suspension but not allowed to be fired for poor performance.

Under these economic conditions they should not be so hard to get rid of.

akuperma:
Actually, much of the City's financial obligations are driven by the Republicans in other counties, e.g. Nassau, Suffolk, Westchester, etc.
Now, having said that, I think that there is plenty of blame to be shared by BOTH parties and by BOTH legislative houses.
The problems in the Empire State are beyond simply Republican/Democrat, Liberal/Conservative, or even those all-powerful "Orthodox Jews."

In recent years the New York State government has been controlled by New York City Democrats. Any ineptitude on the part of the state government is a function of the people elected by the City of New York. The people in New York City, including most Orthodox Jews, use the government as a cash-cow, which they have milked to death. When one sees New York residents demanding fewer services and offering to accept fewer benefits, the problem will be solved.

Can he propose something that will work?
How about eliminating income tax for businesses (this will bring more businesses out of town to NY this prentices are for the uneducated), lowering sales tax for everything (more people buying stuff) and lowering income tax for people of New York (people will gladly pay 20% and declare that income), and how about lowering our water supply charges and our property taxes so that every one will be paying for their water and property taxes (this will make us feel good and confident about our selves). And yes I agree with teacher cuts, how about closing the P.S’s that are under performing and that are less then half full. Here are Mr. 2-Face (Mike Bloomberg) my suggestions to lower the deficit of our CITY.
And I wish for some one to tell me here what I’m suggesting here is not going to work because nothing I like to do more then to enjoy looking and reading some once uneducated point of you. I ask all of us to pray to Hashem that we get a Councilman who cares about our community not just says so.
