Actually, non-citizens do NOT have immunity. Only dimplomats can apply for diplomatic immunity (and yes, get away with murder – literally). The average person cannot get away with anything. The nation to which the perpetrator belongs can request a transfer to the home country to serve out a sentance duly meted out by the country in which the crime(s) were committed.
