		<description><![CDATA[Akuperma, Shmoel means that the Aruch Hashulchan was laying it on with a trowel, assuming that people would understand not to take him seriously, and that Lazar is doing the same thing.   I agree, because he&#039;s not talking about the specific Czar but the government, and he says things that are clearly not true and every Jew would understand not to be true.  For instance see the &lt;i&gt;chapter heading&lt;/i&gt; of hilchos gerus; it is clearly not meant to be taken seriously.]]></description>
