In virtually all cultures, people frequently marry younger. Indeed, from a “Darwinian” biological perspective, people are programmed to start having children as teenagers and only social and cultural pressures prevent it.

2. The law is probably motivated by a desire to reduce the Hareidi and Arab populations, which are threatening to Israel’s secular (and highly infertile) elites.

3. Since halacha recognizes younger marriages, it means that there were be an increase in marriages that are valid under halacha that the government insists on not recognizing (though some parts of the government recognize halachic marriages even if not sanctioned by the government).
