Im not siding with the van passing but if u look clearly at the pattern of lights on the bus, it was flashing yellow when he attempted to pass on the left. And just at that moment it turned red and most likely the van driver thought he went on a yellow . Just my 2 cents.
If you pause the video at 50 seconds, you will see that the bus doors are open and a child is boarding. The truck starts to go around the bus as the “Stop” sign on the bus is clearly showing.
