I suspect the courts might not agree with this. The flooding was clearly caused by a hurricane. However if all that is being talked about is “wind” damage (exclusive of flooding), it might work if the insurance policy specifies hurricane winds rather than winds caused by a hurricane.

2. It will result in a massive increase in insurance premiums.
