The children with depressed immune systems would almost certainly not be carriers, if they picked up the virus they would almost certainly get sick.

Therefor to protect them from the chance of picking it up in school they stay home.

In general for most diseases these kids are not likely to be non-symptomatic carriers.

This article fails to make clear who is being protected by the Ministry of Health - the healthy kids who are allowed to go to school, or the immune-deficient kids who are not being allowed to go to school.

The children more in need of protection would be the immune-deficient ones, and I suspect that is what the Health Ministry is trying to do, though it may also help the basically healthy majority of children not to be exposed to kids who may be carrying serious illnesses.
