Of course it is the right of the Senate not to approve it, and the President’s right not to sign it. Constitutional government is messy at times. Would it really be easier to have a Fuerher or a Politboro that didn’t have all these problems? If the American people want to, they are free to elect a House, Senate and President who agree – the people in free elections voted for a divided government. If you can’t stand the American system, consider tgrying Cuba or North Korea – never a problem like this.

And perhaps it is bershert that a lot of frum Yidden won’t have a problem getting to minyan on Tuesday. This time of year, getting to shul in the morning can be a problem since the US is still on daylight savings time (and almost no one else is).
