the following is fact.

Anyone can promise anything, hey, you want a pool, sure why not throw it in, but to chase down these promises in court is not worth it for the buyer, financially and time wise so no one does anything about it. No one is going to a small claims court over an electric tris that just didnt get installed. Or even over a real shul that turned out to be a leaky caravan. Or a machsan that was 1.5 meters instead of four. Or anything which is illegal, like promised oversized machsan apartments, or into the moiuntain machsanim. Those are nothing to talk about, they werent even in writing. Or promises at a sales even that 300 apartemnts were signed for when the number wasnt even 200. Or that the land with no contractor was going to be built double as fast as the ones going up already, when in fact they were finished TWO yrs later, at a loss of $25000 per person.
Hollow promises are not just uncommon in this Israeli market where sales determine wheter the project will happen or not, they are almost prerequisite for staying in business here, and this compnay is no stranger to this.
And dont expect the neighboring Israelis to be super friendly when a totally different crowd moves in up the road. 
It may still be very well worth it, as most of the others already living in the area will say, but they paid a third the price for their flats.
