First, their only competition are the civil servants (who could do the job rather than contractors), and the worst paid civil servants is paid well above the minimum wage (and has excellent benefits). Second, the taxpayers have “deep pockets” and will fork over the money through higher taxes or reduced services – whereas a for-profit entity would seek to find ways to cut payroll to lower costs.
