		<description><![CDATA[Given that most Americans have already decided that the &quot;war on drugs&quot; is over, and we&#039;ve lost, its time to cut losses and get everyone convicted out of prison (i.e. out of free government room and board, costs an amazing multiple of what welfare or unemployment insurance cost), and back to work. 

As usual Obama is preferring to ignore the consititution and do things his own way. The correct legal device would be a general amnesty by statute.  It seems he is setting up a system so that those with private lawyers (who tended to be the least sympathetic ones convicted, e.g. the big sellers and rich users) get priority.]]></description>
