Yes but it doesn’t seem from the article that the Fiesta was in the turning lane. And if the Mitsubishi was already in middle of the intersection then your scenario would mean the Fiesta turned way after the light was red, not just after yellow.

When turning from Coney to ave N first you have the arrow signaling a turn and then you can go straight. So when you see yellow you might assume that turn signal is about to go on like it is at most other intersections but in fact you get red light and traffic from ave N gets green.
