Prisons are so over-crowded and out-dated and prison staff so overwhelmed, underpaid and demoralized that it’s a truly remarkable that they operate as well as they do.

If not for the lottery, it’s hard to imagine how these institutions would get funded at all. No one wants to have prisons built in their neighborhood and politicians seeking additional tax dollars for prison upgrades and construction would be easy targets for re-election.

Probably, the most likely course of action will be to decriminalize many non-violent crimes (petty theft, drugs, vandalism, etc) to make room for the more extreme and violent felons.
