Sex offenders frequently get released. Also, many sex offenders were convicted of relatively minor crimes, e.g. crimes pertaining to pornography.

2. Most terrorists are not captured alive, and those that do, get very long sentences, usually combined with deportation. The liklihood that the person next door is a convicted terrorist, at least in New York, is very slim, suggesting this law is a dubious use of taxpayer funds.
