ISIL “can offer them a sense of belonging that they can lack here at home”.
A sense of belonging requires a group you identify with, and a separate group (ingroup, outgroup). So the young muslims identify with other muslims because that separates them from other britons.
So I find it hard to imagine how cameron intends to give them a sense of belonging without a replacement outgroup.
