The crime did not start to decline when David Dinkins raised raised taxes and went on a hiring spree to increase the size of the police department (and then hired Ray Kelly initially as First Deputy Commissioner and then as Commissioner). But in some neighborhoods in the Bronx, there was nothing left to burn! FDNY has not hired any firefighters for several years because of a lawsuit; it has lost firefighters because of retirement. This is not the time to make things worse!!!
