Chelm indeed. Police officers beating police officers into the hospital in the name of ‘training’.

And #4: for an *exercise* with 7000 (this is the figure other media gave) to end in slightly less than 1% of the participants, meaning 50 wounded, is pretty serious if you ask me.

An exercise of one army division (of roughly 10,000 soldiers) ending with 50 wounded would be a complete disaster and all commanders of that division could end up being fired.
