1. Catching the bad guys and putting them in jail (That’s the hard way).
2. Lowering the crime rate by saying, “there was no crime committed”. (That’s the easy way).
As I recall, the FBI never classified the LAX attack on the El Al counters as a terror attack – hence, no terrorists :-)
