I believe there is a sign saying parking for customers only. So I don’t see how they can be faulted for enforcing it. That being said, it’s a pretty hard thing to enforce unless they witness someone park and immediately leave the shopping area. And even then it is possible the customer intended to (and did) shop after sitting down by the ocean first.
