In this day and age, it is a good idea for everyone to have a phone available. I see nothing wrong with it. In class the teacher can confiscate all phones at the beginning of the day. Don’t make it assur, make it user-appropriate. Another thing parents can do is buy a cellphone with pre-paid minutes that only the parent can re-activate when they run out of minutes. If they run out too quickly, they will have a job to explain to the parents exactly where those minutes went.
