Your Gemara appears to be talking about a case in which
someone was openly disobeying government laws that
carried the death penalty. It hardly seems more confusing that
such a person would be warned not to continue endangering
himself in such a way than that people doing a mitzvah would
suddenly be killed by a terrorist.
Basically, [Reb Chaim Kanievsky] says that ????? ???? ???? ??????? just means that no harm will come to a person on account of performing a mitzvah.
