You are correct that Rashi left out the word ?????. I will have to assume that Rashi means that an act of hatred against the Jews is an act of hatred against Hashem or perhaps he means that in general hatred of Jews is indicative of hatred of Hashem. But he can’t mean that if someone hates Jews then he by definition hates Hashem. Here’s the proof: What if Hashem tells someone to hate Jews. He obviously doesn’t hate Hashem – he loves Hashem and that is why he is listening to Hashem to hate the Jews. Now you might know that Hashem would never tell someone to hate Jews. But you can’t presuppose that someone else knows that. Which brings us back to my original point which is that while we can decry Neturei Karta and their practices, I don’t think we can assume that they hate Hashem.
