Ya, WhatsApp requires both parties to have the app.
The Kosher Smartphones actually have Whatsapp on them
But Heywire (and google voice) give u a US number which is with you worldwide. And is free.
There used to be a way to send an sms to israel via google (google chat) but it didnt work for every carrier, and I dont know if it even exists today
