You don’t understand American law. Once s/o breaks a law, even if the offense just warrants a ticket, the cop has to issue it. I’m not a lawyer, just in medicine, so I don’t know what level of offense selling loosies is, but let’s assume it’s the lowest level. The cop wants to give him a ticket, but Garner resists. His resisting makes it now a felony. The cop has to arrest him; he can’t just let him go home! And what happened after that is history.
