ca: In 2000, Bush and Cheney received over 50% of the votes of the Electoral College. The popular vote is not used in presidential elections to determine the winner, bur rather the Electoral College is. And, besides, neither Bush nor Gore received 50% of the popular vote as both candidates received under 50%. Bush received 47.9% and Gore 48.4%. So by that token neither candidate “won” a majority.
