In this case since the monitor could have combined two bus routes with two schools that have the same sex student body and didn’t but used co-ed busing to deny the yeshiva students of bus rides he is in violation of the yeshiva students civil rights.
Actually, that is an assumption that probably won’t be tested, but if it was, it would (IMHO) lose in court.
