The murder rate is much higher in the US than in Israel (even counting terror attacks), and addressing a much more common cause of death, the traffic fatality rate per capita is 3.5 times higher in the US! Life expectancy is also higher in Israel. So it would seem that the mitzvah of “guarding yourselves very well” can be performed in Israel, even better than in the US.
