You’re right, moish, I never answered that one. I posted it long before the tanach thread existed, so I’ll answer it here. It was Izevel, at the command of Yahu. After her death, the dogs ate most of her body, fulfilling the nevuah of Eliyahu haNavi (see Melachim Bais, perek tes).
