It was written by current Sephardic chief rabbi of Israel, Rav yutzchak Yoaef shlita. It is mainly based on his fathers rulings. Rabbi Yisrael bit an and a team of gal idea chachomim are translating it into English book by book. It was originally in Hebrew and there is a 2 volume kitsir also
