cherrybim, frankly I will sometimes not signal a right because I have had the opposite experience you describe. The guy waiting to turn left will violate the right of way of the guy turning right, and then slowly crawl his way through after delaying the driver who had the right of way.
If you’re worried that you don’t have enough time to make the left turn if the car going in the opposite direction is continuing straight without turning, then you generally also do not have enough time to make the left without delaying him from making a right.
Signalling a right is for the benefit of the car behind him to know he will be slowing down to turn, not for the benefit of the car coming from the other direction to try to beat him into the turn.
