With all due respect to the rebbe who was a Gadol b’Torah, while I did not learn All 39 vol, I did see enough to have somewhat of an indication. Sorry, but no comparison in Torah . All you need is to read both works with an open minded decision. I won’t say the Rebbe didn’t have other qualities that surpassed Rav Ahron Kotler, but Gadlus and Gaones beToras niglah is not one of them. Sorry.
