This is nothing new. Both The National Center for Missing and Exploited Children and RAINN websites say that the vast majority of crimes against children are committed by by the victim’s own family, ‘church’ clergy, and family friends – not released offenders. The danger to children is greater from someone they or their family knows than from a stranger. Letourneau 2010 in a study funded by the DOJ also found that 94% of crimes are committed by a non offender. While we can’t say everyone is a maniac, understanding where the risk really is should be our first step.
