There are differences of opinion on what exactly R Moshe held, R Dovid Feinstein holds his father did not mean switching from ‘1st half’ to ‘2nd half’ but when R Moshe said in teshuva you can switch from year to year he misunderstood the question, his psak was in ‘2nd half’ to start from 1st day rosh chodesh or second day. He holds it’s a mistake for bnei askenaz ( only sefardim can correctly keep ‘1st half’) to take on ‘first half’ and he forbids people from from going to a ashkenazi wedding after lag b’omer! I have heard a psak the other way that if you keep ‘1st half’ and you have sibling’s wedding (or even your own wedding) before rosh chodesh, keep your minhag (1st half) but permitted them to shave for wedding!
