The terms state of Israel and land of Israel are not interchangeable. One can be within the land of Israel without being in the state of Israel ( in places such as gaza, south Lebanon and parts of Jordan and Egypt) and similarly one can be within the state of Israel without being in the land of Israel (Eilat, parts of the golan heights) besides for that the two terms have nothing to do with one another, the state of Israel is a secular country, while the land of Israel is a biblical region with extra kedusha and mitvos if living there
