Let’s be clear and realistic. The vast majority of bochurim who smoke don’t smoke heavy. They smoke a few a day.
Almost all bochurim stop completely or smoke considerably less after their married.
It is a problem.
But Yeshivas have to pick their battles. In todays day and age you cannot be to strict on bochurim
