The Rosenbergs were not spying for an ally of the US but an advesary, the USSR. Whereas Pollard was spying for Israel being an ally of the US, where Israel should have received the information on its own. He set in jail for over twenty years where he became sick, so his movement should not be restricted as the information he passed on is not relevant anymore.
