The difference is that it negotiable. It’s not something that is intrinsically intolerable to the Arabs. The British were allowed all kinds of access until the Arabs realized that it meant something to them. It’s extortion. The same extortion that governs all Arab countries. It’s part of their value system. As alluded to in the Koran.
