Not all states allow write in votes or gave restrictions.
In CT (where I have been an Asst Registrar of voters for decades) you can only write in a name that has previously registered with the Secretary of State as a write in candidate. If you write in a name that has not been preregistered and qualified, your ballot will not be counted by the tabulating machine
