This opinion is widely known ??? ?? in the name of the Chazon Ish through his Talmidim, although he didn’t write it in his Sefer. The Shevet HaLeivi clarified that this doesn’t in any way permit proactively stealing or damaging property already ????? the Israeli government. Some of the laws would ex post facto apply anyway as ???? ??????, ???? ???????, ????? ????, and other Halachic categories (the details of what is and isn’t covered is beyond the scope of this forum.) However, from a Torah perspective, a bachur not serving in the IDF is in no way a ‘criminal’.
